Rogues, like this Blood Elf, wear leather armor
Leather armor is generally worn by rogues, druids, monks and demon hunters throughout their full WoW "career", as well as by hunters and shamans while they are below level 40. Leather armor provides more protection than cloth armor, but less than mail or plate armor.
If an armor is leather in-game it will be tagged with "leather". Leather armor can be crafted by the Leatherworking profession.
Patch changes
Patch 7.0.3 (2016-07-19): Hunters and shamans now begin with mail armor at level 1 instead of leather armor.
