Carrot on a Stick was a quest reward from the quest 
[50D] Gahz'rilla which starts with Wizzle Brassbolts at Mirage Raceway in Thousand Needles. To complete the quest, you must turn the following items to Wizzle Brassbolts:

- The quest that awards this used to have a choice of rewards, the other choice being
[Speedy Racer Goggles]. - The effect of this item stacks with the
[Riding Skill] and 
[Mithril Spurs] effect. - The effect does not stack with
[Crusader Aura] or 
[Riding Crop]. - As of patch 3.0.2, the carrot will no longer work on characters over level 70.
