It can also be purchased directly for 100
from Steven Cochrane <Tailoring Patterns> in Stormshield or Petir Starocean <Tailoring Patterns> in Warspear.
You can also purchase it from Christopher Macdonald <Tailor>/ Warra the Weaver <Tailor> with the following conditions:
- If you are not a tailor, building a Tailoring Emporium after upgrading your garrison to Tier 2, then learning Tailoring afterwards
- Visit someone else's Tailoring Emporium in their garrison if you have tailoring.
