Eye of the Storm Emissaries were level 55 Eye of the Storm recruiters located at various spots throughout the largest Alliance cities - Stormwind City, Exodar, Darnassus, and Ironforge, as well as the neutral Shattrath City.
They were only available during the monthly (Call to Arms: Eye of the Storm).
