Suppression Device
Suppression Devices are traps located in the what is referred to as the suppression rooms of the Halls of Strife in Blackwing Lair. For most of the game's history, only rogues could deactivate them using 
[Disarm Trap]. At or some time before Patch 5.1, they were changed that so they could be deactivated by all classes. Whether or not Disarm Trap was used, each device will reactivate a short time later.
While active, these devices constantly refresh a Suppression Aura that within a 20-yard radius reduces movement speed by 80%, increases time between attacks by 400%, and increases casting time by 80% that lasts for 6 seconds.

Patch 9.1.0 (2021-06-29): Spell fixed, now correctly affects players of all levels. - Patch 9.0.1 (2020-10-13): Unintention regression, spell no longer affects high-level players. Possibly related to level squish introduced in this patch.
