Torben Zapblast is a gnome located near the elevator in uninstanced Gnomeregan.
For the quest 
[1-30] To the Surface players speak to Torben to have him teleport them to New Tinkertown. While you don't technically have to talk to him, it makes the run much shorter.
He is also seen in Duskfall Island in Talador where he is working on the Pleasure-Bot 8000 along with some Zapblast Bots. After the robot is restarted, it chooses the adventurer as its owner and Torben runs off in disgust, determined to stick to building tanks instead.
