Frederick Calston is a human quest giver located at the top of Light's Shield Tower in the Eastern Plaguelands. He introduced various sea life to the Infectis Scar in the hopes of creating a source of fresh food for the Argent Crusade from within the Plaguelands, but he didn't anticipate that some of the fish would turn out to be predators and start eating the others. He asks adventurers to save some of the smaller creatures from the lake before they're wiped out.[1]
