Heirloom is an item that is new with Wrath of the Lich King.[1] The items have a golden hue in their text color and will scale with level.[2]
For example: At level 1, a weapon may do 6 dps. At level 80, the same item would do 120 DPS.[3]
The items are listed as being item level 1. They cannot be enchanted with high level enchants.[2]
