Dalaran's magocracy is a political oligarchy with democratic elements, in much the same way most city-states in ancient Greece were run. Though the foremost leaders of the Kirin Tor's archmagi councils tend to be the nation's most skilled mages, they are elected democratically by all eligible.

Magocracy is a term used to describe a government ruled by magi. The city-State of Dalaran is one such magocracy.[1] Its ruling magocrats[2][3][4] later formed the Kirin Tor, and the Council of Six became the ruling body of the city-state.[5]
