Privateer Groy is a level 42 human that stands around town waiting for a delivery. From who it is unknown and exactly why he's doing his business in Theramore is not understood either. You could try asking him, but he won't talk to you nor anyone else. He is with Booty Bay, so he's possibly working for the Steamwheedle Cartel.
The quest Akiris by the Bundle reveals the one he's waiting shipment from is Privateer Bloads, and that the shipment consists of a 
[Bundle of Akiris Reeds].
It's unknown if he survived the Attack on Theramore Isle, although it's likely he left long before the attack.
