Quetz'lun's Hexxing Stick is provided for the quest 
[20-30] Hell Hath a Fury.
To achieve the quest objectives, you must use it upon the High Priests/Priestess before killing them. When they die under the effects of the hexxing stick, they do so in a much more spectacular fashion than normal.
