Restless Souls are friendly wisps whose soul belonged to Spectral Citizens and Ghostly Citizens in Stratholme. If shot once by 
[Egan's Blaster] as a citizen they will be aggressive and cast Frostbolt, the third time they split in 1-3 Restless Souls and the fourth time they become Freed Souls and will disappear.

Cadaver Worms — 14 Shadow damage inflicted every 5 sec. Health regeneration rate reduced by 50%- Frostbolt — Inflicts Frost damage to an enemy and reduces its movement speed for 4 sec.
- Maggot Slime — Reduces an enemy's melee attack power by 25 and its ranged attack power by 25 for 20 seconds.
