Shadowy Recall has a base 14.4% proc chance, improved by the player's mastery stat.
Shadowy Recall gives each tick of damage a chance to generate an additional tick. This additional tick usually occurs a moment after the original tick. Consequently, ticks that deal fatal damage to a target are not usually capable of generating bonus ticks.
Shadowy Recall procs work independent of crits. Critical hits can generate bonus ticks, but these bonus ticks do not automatically crit. Bonus ticks have the same chance of critting as any other tick, regardless of whether generated by a critical or non-critical hit.
Because this mastery depends on a proc chance to generate bonus ticks, its effectiveness is highly subject to chance, or RNG. This means the mastery is hard to rely upon, but has the potential to unexpectedly deal bursts of additional damage.
