Aspirant Naradiel is a blood elf found with the other tier 9 armor vendors just west of the Crusaders' Coliseum between the Silver Covenant and Sunreaver Pavilion on the Argent Tournament Grounds in Icecrown. He sells Conquest-level tier 9 to members of the Horde.
