The Black Duskwood Staff is a world drop from level 31 - 41 mobs.
Notes
The Black Duskwood Staff, despite its appearance and name, was useless for casters due to the lack of stats and the nature of the proc. It was also near useless for melee classes that could wield staves because there were better weapons available at the item's equip level.
Ironically, it cannot drop from any Duskwood mobs.
