The Blackrock Spire Foothills is the location of several encampments that the orcs have built at the foot of the volcano, claiming the mountain as their own, but refusing to explore the depths of it. They have hidden much of their settlements in the foothills, making sure that someone will not simply happen upon them. They can see people approaching for miles. Although the orcs outnumber the ogres, they are still bothered by ogre attacks as well as fending off hunting parties from Stormwind sent to eradicate the Horde from Azeroth. There is an angry, desperate sense about this place.[1]

Although this is possibly where the Blackrock Stronghold is located, it seems more like the Pillar of Ash, but that is much farther away from the mountain.
