Insha'tar is found at [57.4, 48.6] just to the southwest of the flight path on the Path of Light in east-central Shadowmoon Valley. Loot it for 
[Boots of the Shadowborn] and 10-20x 
[Garrison Resources].
A few hundred yards to the north is the Kaliri Egg, which contains the 
[Giant Kaliri Egg].
