Rifle Commander Coe is a level 24 elite human quest giver found in Stormwind Stockade. Despite his personally desires to have his men blast the rebels in the Stockades to bits he respects Warden Thelwater's command to keep them contain. Having befriended Mortimer Moloch, who happens to be the ruthless rebel leader Randolph Moloch's twin. Coe plans on killing Randolph, so Mortimer can pretend to be Randolph and bring the rebellion to a peaceful end.
However when Mortimer fakes his own death, Coe's figures that he will just take on his brother's name and continue his 'epic schemes' and merely says that they will have to deal with that when the time comes.
