Worried Citizens are human women in Stormwind City, who beseech the help of military officers to find their missing relatives, including husbands. They are known to be by Captain Anton in Stormwind Keep, Melris Malagan and Justine Demalier in the Trade District, and General Marcus Jonathan in The Valley of Heroes.
They are also orc women in Orgrimmar asking the help of Blood Guard Torek and Blood Guard Kang to find their missing husbands and other relatives.
